Preheat oven to 375°F (190°C).
In a large skillet, melt 3 tbsp butter over medium heat, add garlic and sauté until fragrant.
Add shrimp, cook until pink and opaque, then remove from skillet.
Pour in white wine and simmer for 2 minutes.
Stir in heavy cream, Parmesan cheese, salt, pepper, and red pepper flakes; cook until slightly thickened.
Return shrimp to sauce, mix in parsley, then remove from heat.
Spread a thin layer of garlic butter sauce in a baking dish.
Layer 3 lasagna noodles, half the shrimp mixture, and 1 cup mozzarella; repeat layers.
Top with remaining noodles, sauce, and mozzarella cheese.
Bake uncovered for 25-30 minutes until bubbly and golden on top.
Let rest 5 minutes before serving.
